Is Jose Bautista on steroids?

Until last year and this year, he never hit more than 16 homeruns in a season. Then out of nowhere he hits 54 last year, and already has 20 bombs in 52 games. Many people say that players go through periodic drug tests throughout the season, and face steep penalties if caught. If these so called tests were legitimate, how come barry bond, mark mcgwire, sammy sosa and roger clemens didn't get caught until after their career ended. Also Arod had to admit to using them. I think bautista is on steroids, you don't just triple the number of homeruns you hit in one year.
