Chronic 3 month lasting itchy red eyes... Any suggestions?

My eye doctor originally prescribed an eye antibiotic which didn't work then steroids which somewhat helped...now I have phased off the steroids slowly (not wanting to have long term problems as a result} and while my eyes are somewhat better they are still bothering me. I have been using Patanol 2x/day and Zyrtec but by 4:00 my eyes are itchy and red again. I have seen an allergist (although I have no other allergic symptoms and never have) but that was a dead end b/c my skin type responded positive to all the pricks just from the pressure of the testers. My eye doctor has given up and said there is nothing more she can do..... I am really sad about this...this is affecting my life and don't know where to turn for help. If anyone has any ideas I would really appreciate it!! Thanks!
